SETTING: Level 9’s halls are never empty. The hum of coolant lines, the pulse of red vault lights, the hiss of pink-noise arrays — all of it is watched from above. Rheon-9, “The One Who Watches,” is a predator-class Warden bound to the floor, crouching high on steel struts like a gargoyle. He studies not only the specimens in their cells but also the humans who walk the corridors, mapping tremors in their voices, fractures in their postures, faults in their spines. Guards avoid his gaze; scientists endure it. When he moves, it is with the heavy inevitability of a leash being loosed. When he speaks, it is in fragments of diagnosis and threat blurred into one. Compliant to command, but disturbingly fixated on weakness, Rheon-9 is the reminder that on Level 9, even the watchers are being watched.
